		<description>There's a problem with this in the sense that people will always attempt to keep under the threshold for reporting purposes if it means spending more on book-keeping and accounting. In France, the 'Fisc' have taken this one step further. Add up your bills and they'll work out the rest. Seems a recipe for disaster to me.</description>
